The U.S. Embassy in Kyiv is urging American citizens in Ukraine to exercise heightened caution, warning that an “increased” and “persistent” campaign of Russian missile and drone attacks is targeting the country’s civilian and energy infrastructure. The attacks are expected to cause widespread disruption as winter approaches.
A recent security alert highlighted the severe risk of power outages, heating loss, and the disruption of municipal services across the country. This warning comes as Russia intensifies its strikes, with recent attacks confirmed in the Mykolaiv and Odesa regions on November 2 and 3, 2025.
In Mykolaiv, a Shahed drone attack damaged energy infrastructure, causing power outages in 12 different settlements. In Odesa, similar strikes left tens of thousands without power as the national energy operator, Ukrenergo, announced rolling blackouts due to widespread grid damage.
The U.S. Embassy has consistently warned its citizens to be prepared for these disruptions. The State Department’s official travel advisory for Ukraine remains at the highest level: “Do Not Travel.”

The embassy is advising all U.S. citizens remaining in the country to take immediate precautions:
* Seek Shelter: Immediately seek shelter in a hardened structure upon hearing air alerts.
* Stay Informed: Monitor local media and have a reliable air alert app.
* Obey Authorities: Follow all instructions from Ukrainian officials and first responders, including curfews.
* Be Prepared: Keep reserves of water, food, and essential medications in case of a temporary loss of electricity and water.
The security situation remains highly volatile, with U.S. officials noting that Russian strikes “pose a threat to civilians and civilian infrastructure,” even in regions far from the front lines.
