The global insurance industry is undergoing one of the most profound transformations in its history, driven by the rise of artificial intelligence and big data analytics. Insurers today can assess individual risk profiles with unprecedented precision, setting premiums that reflect each customer’s unique behavioral and lifestyle patterns. While this promises efficiency and personalization, it also raises a fundamental question: can a system built on solidarity survive an age of algorithms?
Traditionally, insurance has been founded on a collective principle — the pooling of risks among many to protect the few who face loss. Each participant contributes according to ability and benefits from a shared safety net when adversity strikes. This solidarity-based structure ensured broad social protection, balancing fairness and mutual aid.
But as AI and machine learning redefine the boundaries of risk assessment, critics argue that the principle of solidarity is being eroded. Advanced data modeling allows companies to isolate high-risk individuals with pinpoint accuracy — by analyzing everything from smartphone data and geolocation to driving habits and lifestyle choices. The result is a hyper-personalized system that could fragment the collective nature of insurance.
In this emerging paradigm, premiums are no longer based on pooled averages but on the “real risk” of each policyholder. The danger, experts warn, lies in exclusion: if high-risk individuals face prohibitively expensive premiums, they may lose access to basic protection altogether. Legal and ethical frameworks are struggling to keep pace. In Europe, for instance, strict regulations prohibit the use of sensitive personal data such as gender, ethnicity, or disability in risk models, even when statistically relevant. Insurers are now required to ensure transparency and non-discrimination in algorithmic pricing — a complex challenge in systems governed by opaque machine learning models.

As Dr. Charbel Bassil, Associate Professor of Economics at Qatar University, explains, AI can indeed enhance pricing accuracy and reduce overall costs by improving fraud detection and operational efficiency. “Artificial intelligence can optimize underwriting and claims management,” he notes, “lowering expenses and increasing value for consumers.”
However, Bassil cautions that technology alone cannot address structural inequalities — especially for individuals excluded from insurance due to economic hardship. “Those who cannot afford coverage today will not benefit from AI-based efficiency tomorrow,” he says. For that reason, he calls for regulatory focus on maintaining market competitiveness rather than restricting innovation. Concentrated markets dominated by a few large insurers, he warns, risk driving up prices and limiting access regardless of technological progress.
The ethical challenge, then, is not in using AI but in how it is governed. Protecting personal data, securing storage systems, and ensuring fair access must remain central to regulation. Insurers, in turn, should embrace “privacy by design” principles — embedding ethical safeguards within AI systems from the outset.
Ultimately, the future of insurance may hinge on balancing precision with solidarity. The industry’s task is to develop an intelligent model that allows individuals to pay according to real risk without excluding the vulnerable from collective protection. Insurance, after all, is not merely a mathematical equation — it is a social covenant built on shared uncertainty.
