A secretive 28-point peace proposal aimed at ending the war in Ukraine was developed directly by U.S. Secretary of State Marco Rubio, Special Envoy Steve Witkoff, and President Trump’s son-in-law Jared Kushner in close consultation with Russian officials, according to a bombshell report from the Wall Street Journal. The plan, which outlines sweeping concessions for Kyiv, was reportedly crafted with almost no input from Ukrainian President Volodymyr Zelensky or European allies.
U.S. officials familiar with the proposal revealed that the framework was finalized during back-channel discussions with Kirill Dmitriev, a close confidant of Russian President Vladimir Putin and head of Russia’s sovereign wealth fund. The involvement of Kushner, who has long-standing ties to Dmitriev, underscores the Trump administration’s reliance on personal networks over traditional diplomatic channels to reshape the geopolitical landscape.
The terms of the proposal are described as draconian for Kyiv. The plan mandates that Ukraine hand over the entirety of the Donbas region to Russia—including key territories currently held by the Ukrainian Armed Forces—effectively redrawing the map of Eastern Europe to Moscow’s advantage. Additionally, Ukraine would be required to abandon its bid for NATO membership for “at least several years” and would be explicitly barred from hosting any international peacekeeping forces, a move that critics argue leaves the country vulnerable to future incursions.
In exchange for these territorial and strategic surrenders, Ukraine would receive “some kind” of undefined security guarantees from the United States. Russia, in turn, would offer a “promise” not to launch further attacks on Ukraine or other European nations—a pledge that Western skeptics view with deep suspicion given Moscow’s track record.
The Journal reports that the Trump administration views this “take-it-or-leave-it” deal as the only viable path to peace, leveraging Zelensky’s weakened domestic position. With his administration engulfed in a corruption scandal involving top aides and military setbacks mounting, the White House believes Kyiv has no choice but to capitulate. The total exclusion of European officials from the drafting process further highlights Washington’s new “America First” approach, signaling that the future of European security is being decided in Washington and Moscow, not Brussels or Kyiv.
