The announcement represents a major victory for the Trump administration’s foreign policy, which has aggressively pushed for a negotiated settlement since taking office. However, the composition of the Ukrainian delegation has raised eyebrows and signaled the serious, security-focused nature of the gathering. The team will not be led by foreign ministers or diplomats, but by Kyrylo Budanov, the enigmatic and hardline Chief of Ukraine’s Defense Intelligence (GUR).
Why Budanov?
The choice of Budanov—a man Moscow has frequently labeled a “terrorist” for his masterminding of deep-strike operations inside Russia—suggests that the talks will move immediately past pleasantries to the gritty mechanics of security guarantees.
