Communications Blackout and Civil Unrest
The advisory highlights a significant escalation in state-sanctioned repression, including a near-total shutdown of mobile networks, landlines, and the national internet. These blockages, which have been intensified since the deadly “Jan 8 Massacre,” are designed to stifle dissent and provide cover for a massive military crackdown on protesters. For U.S. citizens, this means a complete loss of contact with family and diplomatic channels.
Flight Cancellations and Land Escapes
Commercial air travel is becoming increasingly non-viable. Major international carriers, including IndiGo and several European lines, have suspended flights through at least February 28, 2026, citing the risk to aircraft from the massive U.S. naval presence in the Gulf. Washington has been explicit: Americans must not wait for a government-assisted evacuation.
Instead, the State Department suggests that those who can travel safely should consider departing via land routes.
* Armenia: The Agarak/Norduz border crossing remains open. U.S. citizens can stay for up to 180 days visa-free.
* Türkiye: Border crossings at Gürbulak/Bazargan, Kapıköy/Razi, and Esendere/Serow are operational, offering 90 days of visa-free entry.
High Risk for Dual Nationals
The alert carries a specific warning for U.S.-Iranian dual nationals: the Iranian government does not recognize dual citizenship and will treat individuals solely as Iranian citizens, making them ineligible for U.S. consular assistance. Showing a U.S. passport at a checkpoint can be sufficient grounds for immediate arrest and charges of espionage.
For those trapped in the capital or major cities like Isfahan and Karaj, the U.S. Virtual Embassy in Tehran advises sheltering in place, maintaining a low profile, and stockpiling at least two weeks of food, water, and essential medications as the regime prepares for a potential “shock and awe” offensive.
