Hegseth and General Caine, who became Chairman of the Joint Chiefs of Staff in April, met with officials at the 156th Wing Muñiz Air National Guard Base in Carolina, a city just east of the capital, San Juan. During the visit, Secretary Hegseth reportedly thanked nearly 300 soldiers at the base, calling them “American warriors.”
The arrival of the top defense officials coincides with a series of highly charged events in the Caribbean. The U.S. has deployed a formidable naval task force, which includes warships, a nuclear submarine, and thousands of troops, all under the official pretext of a “counter narco-terror” operation. However, the military buildup has been widely viewed by analysts as a pretext to pressure the Venezuelan government, which Washington has accused of facilitating drug trafficking.
This assessment has been reinforced by a recent kinetic strike on a smuggling vessel that killed 11 alleged gang members and two separate incidents in which armed Venezuelan F-16 fighter jets flew near a U.S. Navy destroyer. In response, President Donald Trump has authorized the U.S. military to use “defensive measures, including the potential downing of hostile aircraft.” The back-and-forth has led some to describe the situation as a dangerous “game of chicken” between the two nations.
While the U.S. military has maintained that its mission is focused on security and anti-narcotics, the presence of the Defense Secretary and the Chairman of the Joint Chiefs of Staff, along with the recent deployment of advanced F-35 fighter jets, sends a clear message.
