Putin Announces Combat Tests of Oreshnik Missile System Amid NATO Tensions
Russian President Vladimir Putin stated that Russia is conducting combat tests of the Oreshnik missile system in response to what he described as “aggressive actions” by NATO countries. Decisions on deploying medium- and shorter-range missiles, he said, will depend on the actions of the U.S. and its allies. Targets for future tests will be determined based on threats to Russia’s security.
Putin declared that Russia considers itself entitled to target military facilities in countries that allow their weapons to be used against Russia. He warned ruling elites in such countries to reconsider plans to deploy military contingents near Russian borders, stating that any escalation would prompt a decisive and proportional response.
Humanitarian Considerations in Ukraine
The Russian president said that if Oreshnik missiles are used in Ukraine, Russia will take “humanitarian measures” by warning civilians and citizens of friendly nations to evacuate dangerous zones. He emphasized this would be done publicly and without fear of opposition from adversaries.

Putin highlighted the advanced capabilities of the Oreshnik missile, which travels at speeds of Mach 10 (2 to 2.3 kilometers per second), making it nearly impossible for existing air defense systems, including those in Europe and the U.S., to intercept.
Blame on the U.S.
He reiterated that the United States, not Russia, is responsible for the breakdown of international security, accusing Washington of pushing the world toward a global conflict through its hegemonic policies. Despite this, he said, Russia remains open to peaceful resolutions.
